The £11k cap was already too low for it to be useful for 20mph speed limits. Even using it for a 3.5T weight limit (which is cheaper to advertise and less vulnerable to objections burning through the money) to discourage port traffic through a residential area during congestion required two councillors to pool their funds for the same year.
